The recent surge in flood occurrences in certain cities of the Global South, particularly in sub-Saharan Africa (SSA), highlights the inadequate preparedness and infrastructure of these cities in dealing with the consequences of extreme weather-induced hazards. Like many others worldwide, Sub-Saharan African cities face the dual challenge of rapid urbanisation and deficiencies in governance, public institutions, and infrastructure development, undermining their efforts to build healthy, climate-resilient cities. Consequently, this chapter aims to bridge this gap by examining how current infrastructure governance aligns with addressing present and projected complex, cascading, and systemic risks arising from climatic extreme flood events in Lagos, Nigeria, and Durban, South Africa. Employing a case study approach, a combination of concurrent triangulation mixed methods, including in-depth interviews, survey questionnaires, focus group discussions, and seminars, was utilized to gather data from government agency representatives, civil society organisations, community members, and academia. In addition, text-mining techniques were applied to assess relevant policy documents and frameworks. Results show that Lagos, Nigeria, and eThekwini, South Africa, face significant challenges in aligning their current infrastructure governance with the complex and evolving risks of climatic conditions. Inadequate infrastructure planning, limited coordination among stakeholders, and a lack of implementation of relevant policies and frameworks were identified as key obstacles. The chapter proposes pathways that promote integrated governance in providing and managing flood-resilient infrastructure. These pathways include (i) promoting inclusiveness in the implementation of critical infrastructure, (ii) facilitating knowledge co-creation and adaptive capacity among stakeholders, (iii) meeting long and short-term infrastructure needs, and (iv) accounting for complexity and long-term changes in infrastructure development, including the potential need for transformational change. These themes have been explored within the broader framework of the 2030 Sustainable Development Goals, underscoring the critical importance of building healthy, climate-resilient cities in sub-Saharan Africa.
