Designing Metrics for Value Analysis of Unintentional Historic Monuments Based upon Alois Riegl’s “Modern Cult of Monuments”

A tectonic spatial object may be said to possess characteristics of being a monument upon what Riegl calls Age, Historical, or Commemorative Values, in his seminal work, “Der moderne Denkmalkultus (1903)”. Some of these objects may not have been built in their times as a commemorative monument, however, as they stand as sole survivors and relics of their society’s history and often in dilapidated conditions, within a modernized Urban fabric, they become “unintentional monuments”. Faced with pressures of development, such unintentional monuments stand subject to scrutiny ascertaining their “value” and intrinsic worth, to justify their occupation of plots of land in high-density older precincts of a city while offering no apparent and tangible worth in their run-down state. While some such objects face replacement and erasure, others remain standing, pending judgment as to whether they are to be removed, restored, preserved, or re-used. This study attempts to formulate a simplified procedure to assess the values of individual elements of a dilapidated structure based on Riegl’s work substantiated by Bernard Feilden (1982). In this paper, the Old MCH Complex in Darulshifa, Hyderabad, India, built in the late nineteenth century, which served as the Municipal Corporation office for almost a century is considered as a case for demonstration of this methodology. Its present deterioration offers an opportunity to objectively map the embedded values within its individual surviving parts and in extension, of the building complex as a whole. This study focuses on the synthesis of Riegl’s Theory into simplified metrics of valuation where a detailed analysis of individual structures in the complex is done, offering guidance to determine the course for a possible intervention. This study lays the foundation toward further development of such a value-finding metric which could offer objective recommendations for design interventions into such monuments.
