The chapter presents matters that should be considered in government land planning processes and policies targeted to accommodating growing populations; and that are relevant to seeking to overcome issues arising from the adverse impacts of climate change. Climate change has had, and will continue to have, significant impacts upon coastal and riverine areas in particular. This is more obviously seen in adverse weather events, such as flooding and erosion, and the issues arising due to the continued development, and redevelopment, of land in these ‘at risk’ areas. In some regions, climate change impacts have seen land degradation in rural and regional areas; and yearly flooding of highly populated regions. In other areas climate change has resulted in the permanent loss of arable and development-appropriate land, which in turn adversely impacts communities located in those areas. Examples of where land planning has failed will be considered and, in doing so, the chapter will identify why migration to floating cities can be a core component of a broader policy and legal solution to address the impacts of climate change related risks.
