The construction of a water network is an important measure to build a new development pattern, make up for the shortcomings of infrastructure, and promote the high-quality development of water conservancy. The basic conditions and existing problems of water network construction in Wenzhou City were analyzed from five aspects: water resources allocation, flood control and drainage, happy rivers and lakes, water conservancy informatization, and water management system. The overall layout of the Wenzhou water network was put forward: ‘Three Horizontal and Two Vertical, Three Veins and Eight Pivots.’ The construction tasks of the water resources guarantee system, flood control, and drainage system, happy rivers and lakes system, intelligent water conservancy system, and operation management system were clarified. The completion of the water network project can comprehensively enhance the water security guarantee ability of Wenzhou City, promote the high-quality development of water conservancy in the city, and provide references for the construction of the water network project in other cities and counties.
