Attracting talent is an important part of managing social mobility in training institutions. The focus of Chapter 9 will be on assessing the necessity to apply social mobility theory to university talent attraction policies. As a result, talent is drawn in the recruitment process and when they have transferred to another organization. Social mobility is pervasive in Vietnam, and it occurs when there is a disparity of opportunity for high-quality human resources. The philosophy of universities is still to “retain human resources” instead of acknowledging this talent trait, ignoring the attraction process after their outflows. The relationship between the source and talent-receiving organizations is frequently strained. In this chapter, the author will use the theory of social mobility to examine the difficulties of attracting talent in the context of the Fourth Industrial Revolution.
