Universities become “incubators” of human resources when they combine “research, training, and service” functions. As a result, universities have an advantage over other organizations in terms of “human resources”, as their attachment might be a continuous transition from their school time to their mobility phase, and they may still return and “reinvent” new human resources for the universities. The concept of “magnets”, the reasons for the social mobility of science and technology (S&T) human resources from the push–pull theory approach, and the characteristics of S&T human resources in universities in Vietnam will be presented in thie chapter. These are modern, smart, and lean governance models that work together to provide a university-wide innovation ecosystem. Excellent universities actively develop “extras” to encourage incoming and outgoing streams to collaborate. The “extras” consist of development possibilities and work goals, attractive working environments, and attractive positions to attract mobility flows of the science and technology workforce. Actively constructing attraction extras, like workspaces with high working goals that require professional capacity and creativity to generate breakthrough scientific and technology products will appeal to both incoming and departing flows.

摘要
