One of the methods used in Indonesia for analyzing signalized intersections is the 2023 Indonesian Highway Capacity Guidelines. This guideline is an update of the 1997 Indonesian Highway Capacity Manual, reflecting significant changes in traffic conditions, such as the number of vehicles and road geometry. The study aims to validate the 2023 Indonesian Highway Capacity Guidelines at signalized intersections. It was conducted at six sites (Majapahit, Soekarno Hatta, Peterongan, A. Yani, Gandaria, and Dr. Soetomo). The selected intersections are four-way junctions with two major and one minor approach, each with a width of 6.5–9 m. The types of vehicles passing through these intersections include light vehicles (LV), medium vehicles (MV), motorcycles (MC), and non-motorized cycles (NMC). The cycle time at these intersections ranges from 199 to 231 s. The results indicate traffic flow rates of 558–1085 pcu/h, capacities of 881–1224 pcu/h, degrees of saturation (DS) from 0.61 to 0.89, and queue lengths of 105–202 m. The validation results show that the comparison of queue lengths using the 2023 Indonesian Highway Capacity Manual and actual queue lengths has low significance criteria, with an RMAPE value of 24.8858%.
