A relational epistemology of development planning is conceptualized and made empirically viable by combining statistical quantification and real-time simulation in spatial domain analysis. These two estimation approaches and the empirical results are sequentially interconnected, showing how statistical results that are always static in nature, can be dynamically represented by real-time graphical simulation in spatial representation. The policy implication underlying the normative issues interconnecting the statistical results and the spatial dimension real-time simulation results by vivid simulation is pointed out. The case study of development planning for the Manufacturing and Petroleum inter-sectoral GDP and total employment relations for the case of the Sultanate of Oman is considered. It is not necessary to invoke the following term, but the relational epistemology used in this paper is the same as the Islamic Tawhidi episteme. Tawhid (hence Tawhidi) stands for the oneness of God, and is interpreted as unity of divine knowledge in Islamic world-system reasoning. The implications of this chapter on Tawhidi relational epistemology translated as pervasive complementarities are exemplified by the case of inter-sectoral linkages or pervasive complementarities. The applications though are very wide and go beyond sheer development planning. The Tawhidi relational episteme is extendable to areas such as Islamic economics, finance, and banking, with implications on social assets, as is the case with the idea of spiritual capital in the recent economic literature.
