The earthquake emergency command technology system plays an important supporting role in earthquake emergency. Strengthening risk awareness, actively analyzing and resolving risks are important guarantees for preventing and resisting risks, maintaining system safety, stability, sustainability, and reliable operation. The earthquake emergency command technology system of the Beijing Earthquake Agency is responsible for important tasks such as earthquake emergency response and daily meeting support. The system covers a wide range of content and inevitably faces a series of threatening factors, with certain safety hazards. This paper carried out the risk assessment and disaster recovery backup strategy research of earthquake emergency command technology system for the first time in China. Through a comprehensive and detailed combination of the system, the fuzzy comprehensive evaluation method was used to evaluate the risk of all modules. The evaluation results showed that among the 54 modules of the system, 7 modules were high-risk, 26 modules were medium risk, and 21 modules were low-risk, accounting for 12.96%, 48.15%, and 38.89%, respectively. Targeted disaster recovery and backup strategies were proposed for different risk levels. The research results contribute to the formation of a risk prevention system for earthquake emergency command technology system, which has practical significance for improving the ability of earthquake emergency service guarantee.
