Building Population Scale Digital Solutions for Effective Governance Through Development of General Purpose Rapid Application Development (GP-RAD) Platform

Global Digital Transformation is happening at a very brisk pace. This is led by advancement in the computing technologies and availability of such computing resources with easily accessible reliable tools. Digitization has a great role to play when it comes to adapting technologies to create a sustainable growth for any country. In many of the developing countries, the critical need of the era is to establish good governance that can effectively serve its million to billion scale population. While the benefits of the digitization paint a rosy picture of the future, it comes with its own challenges. In general, there is a lack of expertise to lead digitization initiatives, failure to create a strategy for digitization, limitation of budget, complexity of the organizational structure, and many more. In this paper, we describe several technological innovations that can simplify the process of digital transformation by taking relevant examples from the context of Indian administration and governance, with the emphasis on bridging the gap between the understanding of the traditional systems and the visualization of equivalent digital systems, through the concept of abstraction and generalization. We also describe the implementation and architecture details of the developed GP-RAD platform for the development of high quality, robust, scalable and configurable system. Finally, we compare several performance metrics related to development lifecycle of building applications on GP-RAD platforms, along with some of the measures of key strengths of the applications that run on these platforms. While the paper primarily centers on the development of e-governance applications, the fundamental concepts and insights it offers can be applied to any digital transformation process and are relevant to the creation of outstanding digital solutions.
