In the field of bioelectromagnetics, it is well known that the internationally popular and universal safety evaluation method for human exposure to electromagnetic fields is to compare the amplitude of the actual measured or simulated electromagnetic field values with the safety limit values recommended by domestic or international standards, and evaluate the electromagnetic field safety based on the size of both. However, the use of a single field strength amplitude for evaluation has its limitations and drawbacks. Based on this, this article starts from the mechanism of electromagnetic biological effects, introduces six new evaluation factors, multiplies each evaluation factor by different influencing factors according to the degree of electromagnetic biological effects, defines the safety index of electromagnetic safety, and establishes a more comprehensive and accurate quantitative evaluation mathematical model. It is recommended to add the newly introduced evaluation factors to the corresponding Chinese national standards or international standards for standard updates.
