It was early 2017, around the second session of the public facility practice in Yahaba Town (Sect. 1 of Chap. 8 ). During a break in the preparatory meeting for the next day's session, one of the staff members quietly said to me, “Your purpose is to collect data in our town and write papers, isn't it?” She immediately walked away so I had no chance to respond, nor did I have an opportunity to talk with her afterwards. This was a shock to me. I informed the involved researchers about this but there was no response. If she felt this way after observing the previous preparatory meetings and practice implementations, we should have examined the nature of these meetings and practices, but this approach continued until the preparatory practice for the Yahaba Town Comprehensive Plan in May 2018 (Sect. 3 of Chap. 8 ).
