The transition from traditional construction methods to Offsite Construction (OSC) should be periodically assessed using institutional guides like the Royal Institute of British Architects Plan of Work (RIBA-PoW), the key framework for UK construction. Previous research efforts have explored various OSC adoption factors through reviews of academic and industry literature, employing diverse methodologies to chart progress. This review extends those efforts by examining which stages of the RIBA-PoW have been investigated and identifying gaps in the literature. Using the Preferred Reporting Items for Systematic Review (PRISMA) format, this study analyzes 45 valid sources. It finds that Stages 6, 7, and 8, followed by Stages 0 and 1, are the most researched, while Stages 2 to 4 are underexplored. This review is the first to employ the RIBA-PoW as an analytical tool for studying OSC adoption, providing a foundation for assessing institutional progress in the UK. It highlights areas requiring further research to advance OSC adoption and offers a framework for other countries to assess OSC progress within the scope of their respective construction industry standards.
