The “Twenty Articles on Data” proposes to establish a property rights operation mechanism for the equal distribution of data resource ownership, data processing and use rights, and data product operation rights, providing new ideas for the exploration of China's data property rights system. The exploration of data property rights separation in enterprise data should be based on the protection of individual and organizational privacy, and safeguard their rights and interests related to data decision-making. By analyzing the relevant rights and interests of data resource ownership, data processing and usage rights, and data product management rights, exploring the operation path of data three rights separation, proposing a data authorization mechanism based on railway data sharing scenarios, and clarifying the responsibilities and obligations of all parties involved in railway data circulation. Using privacy computing technology to propose new solutions for railway authorization scenarios, thereby promoting railway data sharing and sharing.
