Maritime regulatory communication networks serve as an informational bridge for the integrated perception of maritime ship situations, connecting maritime regulatory platforms with information-based command centers, and acting as a conduit for the scheduling of monitoring data resources and the integration of big data processing. Only by establishing a comprehensive, three-dimensional, and multi-dimensional information communication network in the Exclusive Economic Zone (EEZ) can precise control of maritime ship situations be achieved. Therefore, it is necessary to conduct research on the planning of maritime regulatory communication networks, explore the integration of search and rescue communication networks, and expand coverage. Based on the integration of communication networks between civilian ships and patrol platforms, and utilizing sea and air platforms as communication relays, a maritime regulatory communication network for ships in the EEZ has been established. This network expands the communication range of ships based on existing communication technologies, especially achieving coverage of ship communication in the eastern waters of China, which is of great significance for expanding the communication range of ships in the EEZ.
