With the advancement and expansion of cloud computing services, selecting a proper cloud service is regarded as a challenging endeavor, since there is fierce competition in the industry for delivering a quality experience to its customers. For addressing this challenge, we introduced a hybrid framework consisting of the Full Consistency Method (FUCOM) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) in a fuzzy environment to determine the optimal cloud service. Here fuzzy FUCOM is used to generate the criteria weights which will be utilized by fuzzy TOPSIS to predict the rank of the alternatives. Comparative study and sensitivity analysis are done to check the efficacy and robustness of our model. The outcomes show that the proposed model involves fewer pairwise comparisons while providing a more consistent result than existing approaches.
