The Attributes of Kuala Lumpur City Flash Flood in Rapid Construction City Development Planning

The significant impact of rapid construction for city development projects is relative to the economy, and the numbers of the population which directly contributes to a nation’s Gross Domestic Product (GDP). On the downside of development impact, the world debates that rapid development is the major factor in the flash flood in the city. With the current and future erratic climate change taking place, Kuala Lumpur is one of the vulnerable cities that are impacted by flash floods. In preventing the risk of flash floods, development controls at the planning stage need to be implemented to ensure a forecast assessment is conducted before development. Further, attributes from post-development are also important to be blended which helps to justify the possibility of a greater impact on the flash floods. This paper highlights the attributes of hydrological data, urban development, construction activities, and impacts of climate change influencing the occurrence of flash floods in the rapid city development of Kuala Lumpur. A comprehensive review via Systematic Critical Literature Analysis (SCLRA) of current flash floods in terms of frequency, impact, and attributes is the methodology employed. These attributes identification is later proposed to be used for the development of the health check mapping in reducing risks of flash floods at planning requirements for Kuala Lumpur City Development Order. The flash flood attributes in the discussion of this paper provide profound knowledge to authorized personnel who approve DOs such as city planners, engineers, architects, and others.
