Indonesia is one of a country that contributes carbon emissions from various industries including the construction sector, especially toll roads and highways. There are many contributing components from construction industry especially the usage of cement, asphalt and fossil fuels which impact to the large amount of carbon emissions that emit to the atmosphere. Development of toll roads are predominantly one of the main contributors to carbon emissions from the construction sectors. Therefore, this research was conducted to develop a critical green component framework of carbon emission focusing for toll roads in Indonesia. The green components identified in this study are based on a comprehensive literature covering 23 green components. All of these green components were tested through a questionnaire involving 170 respondents from various toll road stakeholders. 168 responses were received from selected respondents and further analysis was carried out. Data analysis used qualitative and quantitative analysis which included frequency analysis, reliability and validity tests. SPSS 25.0 application is used to confirm the previous analysis. The developed framework has been successfully validated by toll road experts in Indonesia. Finally, in their conclusion, the experts emphasized the use of 23 critical green components to curb carbon emissions. The results of this study focus on important components that can guide toll road project stakeholders in reducing carbon emissions.
