This study focused on the production of water-resistant and biodegradable film-coated food packaging (FCFP) material. Bitaog (Calophyllum inophyllum) shells, which are native to the Ilocos region, have been explored as an alternative raw material to produce pulp and paper. Ethyl cellulose–ethanol (EC-Eth) solution was used as a coating agent. Bitaog shells to cooking liquor (BS-CL) ratios of 1:25, 1:35, and 1:45 were used in the production of paper. The produced papers were coated with EC-Eth solution at 80%, 50%, and 25%. Physical and mechanical properties, which are grammage, thickness, tensile strength, water absorption, and surface morphology, were determined and compared with commercially available food packaging material. The data were statistically analyzed and evaluated by analysis of variance and Tukey-HSD to determine the best packaging material. Based on the results, a BS-CL ratio of 1:45 gave the best paper produced with a grammage value of 370.20 gsm, a thickness value of 733.33 m, a tensile strength of 456.72 Pa, and the most compact finish. Also, the paper coated with a concentration of 80% of EC-Eth solution gave the best-coated piece produced with a grammage value of 609.17 gsm, a thickness value of 877.78 m, a tensile strength value of 504.69 Pa, a water absorption capacity of 55% absorbed water, and the most compact finish. The comparison of values was considered acceptable compared to the CFP, as the results of the different properties gathered are higher than that of the commercially available paper.
