Information and Communication Technology (ICT) has become a crucial driving force for digital transformation in organizations, including the public sector. While the private sector has been leading the way in digital transformation initiatives, the public sector has faced challenges with legacy systems. However, recent developments in ICT, supported by government policies, have facilitated its integration into the public sector services. As a result, almost all countries now have an online government presence, demonstrating the public sector's commitment to digital transformation to enhance efficiency and effectiveness. Advancements in ICT have impacted various sectors, including supply chain and procurement. This technology has become crucial in developing digital capabilities for public organizations to transform and develop new products and business solutions. To cater to business solutions specifically for the supply and procurement of goods and services, it is essential to maintain sustainability in the supply chain by considering various factors. These factors include technological advancements, changing customer preferences, accommodating regulatory changes, and dealing with unwarranted circumstances. Organizations rely on their capabilities to deal with these factors effectively, and these capabilities can provide a competitive advantage to an organization by enhancing flexibility in innovation and development processes. Therefore, the shift toward digital transformation requires a strategic reorientation rather than a technological change alone. The study suggests that dynamic capabilities, supported by a digital accelerator tool or process that speeds up the digital transformation journey, promote knowledge acquisition, innovation adoption, optimized resource allocation, conflict resolution, and inclusive problem-solving.
