This chapter is devoted to describing physical states of quantum gravity that appear at the high-energy limit beyond the Plancks scale. They are defined as BRST conformally invariant states, and we construct and classify them concretely by employing the cylindrical background \(\mathbb {R} \times S^3\) . We find that there are an infinite number of physical states, and only states called primary scalars are allowed.
