Navigating Change: The Transformation of Government Institutions in Postpandemic Tourism Planning and Implementation

The global tourism industry has suffered under the COVID-19 pandemic, necessitating adaptation and transformation by tourism stakeholders to ensure survival. Consequently, government agencies responsible for tourism management have experienced notable shifts in the postpandemic era. To examine these transformations, this study employs a qualitative approach, investigating how program policy and implementation changes within local tourism offices in Indonesia. The initial findings reveal that while certain characteristics such as bureaucratic practices and budget-focused programs persist, there have been modifications in the implementation approaches of tourism programs by local tourism authorities in the aftermath of the COVID-19 pandemic. Specifically, four significant changes have emerged in the implementation of programs conducted by tourism offices in Indonesia. Firstly, there has been a shift toward reducing the emphasis on physical development, redirecting focus toward other aspects. Secondly, digital technology has assumed a central role in the design and execution of government programs, functioning as both a facilitative tool and an integral part of the development concept itself. Moreover, the programs offered now concentrate more on enhancing the capacity of human resources. Lastly, tourism offices are prioritizing the implementation of programs that deliver direct benefits to destinations and stakeholders within a relatively short timeframe.
