This chapter traces the emergence of the internet in China, starting with the country’s first email in 1987 and the subsequent efforts to establish a global digital presence. It highlights the role of American technology companies, reforms under Deng Xiaoping, and agreements with the United States in building China’s earliest internet infrastructure. While the internet enabled significant economic and technological growth, it also prompted the Chinese government to implement strict content regulations to maintain political control. By exploring legislative milestones and partnerships with both domestic and foreign entities, the chapter underscores the tension between technological innovation and centralized governance.
