This chapter examines the tension between centralized and decentralized approaches to water management in the context of historical precedents and modern challenges. Using the Dujiangyan Irrigation System as a case study, it highlights how centralized hydraulic infrastructure transformed regional agriculture, fortified state power, and facilitated China’s unification under the Qin Dynasty. The chapter contrasts this success with the Qing Dynasty’s eventual collapse in the twentieth century, attributing its failure to fiscal and ideological constraints that deprioritized maintenance of critical water infrastructure.

摘要

This chapter examines the tension between centralized and decentralized approaches to water management in the context of historical precedents and modern challenges. Using the Dujiangyan Irrigation System as a case study, it highlights how centralized hydraulic infrastructure transformed regional agriculture, fortified state power, and facilitated China’s unification under the Qin Dynasty. The chapter contrasts this success with the Qing Dynasty’s eventual collapse in the twentieth century, attributing its failure to fiscal and ideological constraints that deprioritized maintenance of critical water infrastructure.
