This study develops a testing and ranking system for energy-saving materials used in Vietnamese construction projects to enhance energy efficiency and reduce greenhouse gas emissions. Five national standards were established to assess the thermal performance of construction materials, including the thermal resistance of walls and roofs, the thermal performance of windows and glazing, and the solar reflectance index (SRI) of roof and pavement materials. A testing laboratory equipped with advanced instruments was set up to evaluate these materials, and a labeling system was proposed to provide clear information on material energy efficiency, aiding stakeholders in decision-making. To simplify the implementation of the National Technical Regulation on Energy-Efficient Buildings in Vietnam, the process will start with informational labeling, proceed to comparative energy labeling, and eventually phase out low-efficiency materials and products. Implementing these standards and procedures will improve building energy efficiency, reduce emissions, and support national energy conservation and sustainability goals. Establishing a domestic testing and certification system will reduce costs, shorten project timelines, and enhance the quality and sustainability of Vietnamese construction projects.
