Reducing the number of on-site accidents is one of the main goals of construction organizations to ensure the success of construction projects. It has been shown that creating and maintaining a safety culture (SCU) is one way to reduce and prevent accidents and fatalities in the construction industry. However, implementing a proactive SCU may require financial investment, planning, and time. Therefore, it becomes necessary to explore and assess novel models to develop and sustain a strong SCU to improve health and safety outcomes for construction workers. Systems Theoretic Accident Model and Process (STAMP) has shown a rapid increase in papers published in recent years, the studies have highlighted the benefits and advantages of STAMP in helping managers and decision-makers in the prevention of accidents in many fields. This paper reports the results of a systematic literature review to investigate how STAMP works and its applications in a variety of domains. The literature provides a comprehensive view of STAMP, including its application domains and benefits. The results show STAMP provides a practical methodology and a new theoretical base for safety/security management and promotes improving intrinsic safety in various industries. Nevertheless, findings indicate that STAMP could positively impact SCU in the construction industry. Transferring research findings from other disciplines into construction could benefit risk management by improving decisions that directly impact SCU.
