‘CRPs Are the Lynchpins’: Kumurisingha Gram Panchayat Level Federation (KGPLF), Odisha

KGPLF is considered as one of the model federations in the Angul district of Odisha, whose origins can be traced to the World Bank-funded TRIPTI project initiated in 2009. The project supported the SHG formation and empowered its members, who later became instrumental in successfully implementing various initiatives under the project, especially in making Angul the first district in the state to achieve Open Defecation Free (ODF) status. Few of its members have joined local governance as ward members. Its CRPs have been the critical pillars of maintaining a solid information dissemination system, proactive support for rights and entitlements, social action, and even imposition of fines. They have commendably reached out to 94.21% of the total target group. The federation has tried to successfully extend the goal of financial and social inclusion of women. However, the unregistered legal status of KGPLF restricts its autonomy and accountability, mainly in the context of local governance structures.
