The Hyogo Framework for Acton: 2005–2015, implicitly upheld the Ecosystem-based Approach (EbA) by calling for “sustainable use and management of ecosystems” and “integrated environmental and natural resource management approaches” that imbibe Disaster Risk Reduction (DRR) under one of its priorities for action: reducing the underlying risk factors. A decade later, the Sendai Framework for Disaster Risk Reduction (SFDRR) 2015–2030 explicitly specifies “ecosystem-based approaches”. Guided by this and various other global instruments including IPCC Assessment Reports, Agenda 2030, and Convention on Biological Diversity, the EbA has gained much prominence in policy, research and practice. Globally, there have been increasing initiatives by various actors for leveraging EbA for DRR. The current chapter, through an extensive literature review, brings out the evolution in inclusion and uptake of the EbA for DRR in techno-legal instruments and practices along with the key lessons learned and limitations that still prevail.
