The U.S. is the largest supplier of military aid to Israel and has supported Israel’s military actions in Gaza. In late 2023, South Africa filed a case against Israel at the International Court of Justice in The Hague, alleging genocide against the Palestinian people, and in January 2024, the court ruled that South Africa’s claim was plausible. Nevertheless, the U.S. government has consistently criticized the South African genocide case and has repeatedly claimed that what is happening in Gaza is not genocide. However, if we look at U.S. civil society, unconditional support for Israel is no longer a given. Generation Z youth (born in the late 1990s and early 2010s) have been more sympathetic to Palestinians than to Israelis, and have protested on college campuses, calling for universities to divest from companies they say profit from Israel’s war and occupation of Palestine. Citizens calling for an immediate ceasefire in Gaza and an arms embargo on Israel have put pressure on Joe Biden and Kamala Harris in various ways ahead of the presidential election on November 5, 2024. By highlighting these citizen movements, this paper argues whether the course of U.S. Israel policy could be changed by pressure from within.
