The purpose of study is to investigate community-based tourism (CBT) on cultural tourism in Palembang, by using a destination (Kemaro Island, Palembang—the Buddhist praying space) as a case study. Data were collected from questionnaires, interviews, observations, and documentations. To analyze the chapter used case study and reduction data. The study found there were five elements (social, economic, politic, culture, and environment) that allowed local societies involve in the development of Kemaro Island as a cultural destination. The model was created as a circle of CBT which made a linkage one to another element; the outer of circle which was economic means the biggest element, followed by politic, culture, social, and environment. The case study disclosed that locals were the central figures in the development of Kemaro Island as a cultural destination. They compositedly built a new model to cultivate the island as a cultural destination, not merely as a praying place for Buddhism. This model is not only valuable for similar destination but also as pilot project to develop a cultural destination based on communities.
