Prior to design, investigations, surveys and tests shall be executed on the existing road substructure and the areas involving proposed substructure widening in terms of the performance of fill materials, moisture content, density, compaction, strength, and stability. The impacts of the widening or rebuilding substructure on the settlement and slop stability of the existing substructure shall be analyzed and evaluated.
