The Philippines faces recurrent flood hazards, causing a range of issues from minor inconveniences to severe economic and human losses, disrupting essential resources and sanitation systems. Metro Manila, home to 15 million residents and a significant contributor to the national economy, grapples with persistent flooding that results in loss of life, property damage, and citywide traffic congestion. To address these challenges, the Philippine government collaborated with the World Bank initiated the development of the Metro Manila Flood Management Master Plan, which received approval from the National Economic and Development Authority (NEDA) Board in 2012. This plan emphasizes enhancing flood forecasting, establishing early warning systems, and implementing community-based flood risk management strategies. The Department of Science and Technology-Philippine Atmospheric, Geophysical, Astronomical Services Administration (DOST-PAGASA) developed an automated enhanced Flood Early Warning System (FEWS) to address escalating flooding issues in the region. However, flooding remains a significant problem, resulting in human and economic losses. Previous research has highlighted obstacles faced by early warning systems, such as insufficient infrastructure and financial constraints, yet a comprehensive assessment of these challenges in Metro Manila is lacking. This study aims to identify and analyze these barriers, contributing to enhanced flood management and early warning systems. Aligned with Sustainable Development Goals, particularly Goal 11: Sustainable Cities and Communities and Goal 13: Climate Action, the study uses a desk study methodology, analyzing articles, reports, and policy documents from secondary sources, with potential data bias due to reliance on secondary data. This research is significant as it can inform evidence-based policies to bolster community resilience and adaptability to flood disasters in Metro Manila.
