Evaluating the Effectiveness of Sustainable Transportation Policies in Mitigating Climate Change in Metro Manila, Philippines: The Public Utility Vehicle Modernization Program (PUVMP)

Energy efficiency in transportation is a crucial component of urban areas, and its impact on climate change is profound. As cities grapple with mounting challenges related to environmental sustainability, the adoption of sustainable transportation modes takes center stage. In this context, the Public Utility Vehicle Modernization Program (PUVMP) in Metro Manila, Philippines, stands out as a noteworthy initiative dedicated to mitigating climate change by modernizing public transportation systems. This study is designed to assess the PUVMP's effectiveness in achieving its objectives and its contribution to sustainable transportation within Metro Manila. To accomplish this, our research adopts a qualitative approach, with an emphasis on an extensive review of pertinent literature as the primary methodology. The literature review entails a systematic and thorough examination of policy documents, reports, and academic articles to gain insights into the policy landscape, strategies for policy development and implementation. The findings gleaned from this literature review are synthesized and subjected to a critical analysis to evaluate how effectively sustainable transportation policies address climate change impact in Metro Manila. The research scrutinizes the strengths and weaknesses of these policies, identifies implementation gaps, and delves into the challenges encountered in attaining policy objectives. With these anticipated findings in mind, our research aims to formulate innovative recommendations that can guide policymakers and stakeholders in enhancing the efficacy of sustainable transportation policies within the region. By amalgamating empirical evidence and astute insights derived from this research, the resulting conclusions and recommendations are intended to present a compelling narrative that offers actionable strategies for advancing sustainable transportation policies in Metro Manila. Consequently, this research serves as a foundation for reflecting on existing policies and informing optimal strategies to facilitate the successful implementation of sustainable transportation modes in the future.
