Reciprocal Asymmetric Relations in Taiwan’s Education Diplomacy to Indonesia Under the New Southbound Policy

This study maps and analyzes Indonesian students’ research on Taiwan and Taiwanese students’ research topics on Indonesia from 2016 to 2021. This study found that Indonesian students discuss Taiwan on limited topics: the cross-strait relations and Indonesian migrant workers, while Taiwanese students discuss Indonesia on diverse issues from domestic politics, migrant workers, education, and the Chinese Indonesian community. This situation shows a reciprocal asymmetric relation where, on the one hand, there is a gap between the number of Indonesian students in Taiwan and Taiwanese students in Indonesia, and on the other hand, fewer number and limited topic of Indonesian students’ research on Taiwan compared to Taiwanese student's research on Indonesia. From the public diplomacy perspective, Taiwan's education diplomacy reached the third level, the engagement stage, but it seems to struggle to bring Taiwan into the discussion among Indonesian students. Therefore, Taiwan should consider the post-study program by involving Taiwan's alumni in Indonesia to participate in public diplomacy while including Taiwanese students who did research on Indonesia in the education diplomacy project.
