Development, Evolution and International Alignment of China’s Green Electricity-Green Certificate Policy

Faced with the severe challenge of global climate change, China is firmly committed to the development of green energy and has made renewable energy policy a core strategy for promoting new energy consumption and the transformation of the electricity market. This article comprehensively examines the relevant progress of global green electricity and green certificate policies, and identifies problems and challenges in the alignment of international and domestic policies. At the same time, it further proposes corresponding strategic recommendations. The article emphasizes that green certificates, as a key tool to promote the development of renewable energy and the green transformation of the electricity market, are essential for improving market efficiency through their expanded application. By establishing a unified information platform, the transparency and traceability of green trading can be enhanced, boosting the confidence of market participants. Moreover, optimizing the trading mechanism will help reduce transaction costs, increase market liquidity, and attract more investors to participate in the green electricity market. These measures aim to promote the maturity and international competitiveness of the green electricity and green certificate market, thereby helping to achieve the country’s “dual carbon” goals.
