Circular Economy in Action: Assessing Poland’s Construction Sector’s Transition and Challenges

The research investigates Poland’s construction sector transition to a Circular Economy (CE), focusing on Construction and Demolition Waste (CDW) and Recovered Construction and Demolition Waste (RCDW) management. Using a comparative analysis of CDW and RCDW from 2018 to 2022, the study evaluates Poland’s adherence to CE practices, identifies improvement areas, and explores opportunities for sustainable waste management. Analyzing data from Statistics Poland, Eurostat, and the European Construction Industry Federation, the research emphasizes environmental aspects, waste generation, and investment trends. Results indicate higher CDW production in Poland than the EU average, with a notable decrease during the COVID-19. Despite this, Poland gradually increases CDW recovery, aligning with EU efforts to enhance RCDW rates. Investment trends depict a positive trajectory in 2018 and a downturn in 2020, followed by alignment with EU trends. The discussion highlights Poland’s notable efforts in CDW management, particularly amid COVID-19 impacts, showcasing resilience in waste treatment employment growth and CE Roadmap adoption. Persistent challenges include delayed adoption of CE practices compared to the EU, low-value recycling, and the need for efficient handling and quality control systems for RCDW.
