In order to enhance the supporting role of emergency response standards in emergency management procedures and improve the utilization of normative documents such as emergency response standards, the Latent Dirichlet Allocation (LDA) model is used to implement automatic extraction of emergency response standards concept hierarchy. The construction of standard ontology model based on emergency procedures is realized. The emergency response standards are collected and sorted. And a dictionary of emergency response standard terms is built by extracting the standards terms. The standard titles are statistically analyzed by word cloud and the key points of standard formulation are found from the perspective of the field. The LDA model is used to extract the standard content topics. The standard concept hierarchies are extracted through summarizing the topic models and the standard ontology model is built. The role of the standard ontology is demonstrated through the rainstorm disaster scenario.
