The blue economy refers to the benefits derived from oceans, seas, rivers, and other water bodies for economic growth and life sustenance, while maintaining their health. It is a ḥalāl opportunity created by Allah for mankind. Although there is significant research on the blue economy’s role in sustainability, little attention has been paid to ḥalāl opportunities and women’s financial inclusion within this sector. The blue economy offers avenues for ḥalāl economic growth, job creation, and foreign investment aligned with Islamic principles. However, the participation of women remains underexplored and insufficient. This paper highlights the crucial role of women’s financial inclusion in the blue economy for ḥalāl sustainability. It emphasizes the need to view ocean resources as valuable assets for ḥalāl economic growth, livelihood improvement, and employment opportunities. The study advocates for capacity building and greater inclusiveness of women, enabling them to apply their skills and expertise in financial inclusion, wealth creation, and socio-economic development. The paper examines the role of women in addressing economic challenges within the blue economy and explores the concepts of inclusiveness, financial inclusion from an Islamic perspective, and ḥalāl opportunities for women entrepreneurs. It also identifies barriers to women’s participation and offers a policy framework to promote financial inclusion and ḥalāl sustainability. The paper concludes that coordinated efforts from ḥalāl-driven industries, financial institutions, governments, and civil society can help achieve financial inclusion and sustainable growth for women in the blue economy.
