The management of industrial heritage in old industrial cities has been a significant topic in both academia and government in the context of sustainable development. By adopting suitable strategies, specific types of industrial heritage can be adaptively reused and revitalized, thereby achieving sustainability and promoting the growth of other urban industries. The successful revitalization of such cities requires coordinated efforts among multiple stakeholders, particularly the government's role in mobilizing resources and formulating effective strategies. News reports, as a channel for presenting government action, provide insights into governmental strategies for industrial heritage revitalization. This study integrated industrial ecology and agenda-setting theory, employing the pre-trained language model RoBERTa to vectorize news report content, followed by the application of clustering algorithms for topic analysis. The results elucidated the successful strategies for sustainable industrial heritage development in two old industrial cities and constructed a pathway model for the sustainable reuse of the industrial heritages.
