Pavement recycling is an environmentally sustainable pavement rehabilitation technique which reuses the existing materials in the pavement. Various pavement recycling techniques have been carried out as a method of pavement rehabilitation in Malaysia for more than 20 years. These techniques include cold in-place and plant recycling and hot in-place recycling. Early recycling methodologies and construction techniques were adopted from other countries such as South Africa and Germany. However, there are challenges and shortcomings in carrying out these recycling techniques due to the lack of experience of the local contractors. This paper details the problems of implementing the cold in-place recycling (CIPR) technique in Malaysia. Among these problems include unavailability of specific local recycling structural and mix design guidelines, inconsistency of the in situ pavement materials, limited availability of machinery to carry out the recycling works and lack of experience workers and finally, the difficulty in the construction and implementation of quality assurance/control procedures. Suggestions on overcoming the problems and improving the implementation of this rehabilitation technique are then discussed. It is hoped that the suggestions and solutions presented in this paper will encourage and further increase the use of CIPR as a sustainable pavement rehabilitation technique.
