In India, the construction sector, with 51 million jobs, is the second largest employer after agriculture and contributes 9% to the country’s GDP. Despite this, the nation witnesses approximately 38 fatal construction site accidents daily, the highest globally (ILO). This alarming statistic underscores the urgent need for a robust safety culture to reduce accidents. Although numerous regulations, policies, and labor laws exist, high accident rates persist due to systemic issues within construction companies and worker hiring practices. Many ground-level workers lack access to personal protective equipment, death benefits, labor policies, welfare funds, and accident claims due to improper registration or lack of permanent project locations. This study examines the high accident rates among Indian construction workers, identifying core issues behind safety failures. While technically sound measures to reduce accidents exist, such as OSHA standards, management commitment, worksite safety analysis, hazard prevention, control, and training, they remain underutilized. Social and behavioral science theories offer valuable insights for crafting interventions to prevent workplace injuries. The study aims to analyze construction worker safety culture through a literature review, identifying key influencing factors, the impact of organizational leadership, and effective strategies for promoting a positive safety culture. The global collaboration network reveals China and the United States as central hubs, suggesting targeted research funding and policy development to enhance international partnerships. Overall, this visualization highlights research trends and gaps, guiding policy development, training programs, and future research directions in construction worker safety culture.
