Decoding Rural Housing: A Local Governance Perspective from Sitapur, U.P

The research paper examines the existing conditions of rural area- Sitapur district in Uttar Pradesh and highlights the existing local governance issues for present state of Housing in Sitapur District, U.P. Assessing local governance for holistic development of rural areas is crucial for its socio-economic progress, as it promotes sustainability at the community level. Due to rapid urbanization, the transitional areas between urban and rural are on the verge of expansion and typically experience a unique set of challenges and opportunities. Study area Ismailpur located in outskirts of Sitapur District, is in the early stages of urban expansion. The present condition of housing stock in Ismailpur area is unsustainable due to issues like poor drainage system, improper solid waste disposal, insufficient access of electricity, inadequate rural roads, and poorly designed houses, worsened by the absence of building regulations. Methodology for this study involves a questionnaire-based field survey of 40 households in the study area along with the interviews and telecommunications-based interactions with the government officers from the District Rural Development Authority. Related literature review highlights the government and technical reports and policies in detail. The findings suggest that insufficient drainage leads to road waterlogging as the roads are earthen partially, causing transportation disruptions, while waste disposal occurs in open plots. Rural electrification relies on temporary solutions that result in irregular electricity supply. Additionally, poorly designed houses lack ventilation and natural light which fails to meet the standard of living. The present differences in legal and regulatory frameworks between urban and rural areas has led to these unsustainable development practices in Ismailpur. The schemes implemented in the study area include Pradhan Mantri Awaas Yojana—Urban (PMAY-U). Other initiatives, such as the Swachh Bharat Mission (SBM) and the Atal Mission for Rejuvenation and Urban Transformation (AMRUT), could address the needs of these transitional areas if properly implemented.
