Following the Chief Executive’s 2022 Policy Address, the Primary Healthcare Blueprint was released to revamp the healthcare system of the Hong Kong Special Administrative Region of China to focus on prevention and early treatment. The Commissioner of Primary Healthcare was appointed to lead the newly established Primary Healthcare Commission in 2024. All these initiatives mark new milestones and robust measures of the primary healthcare movement in Hong Kong. However, it may imply that the infrastructure set up before in the primary healthcare sector can no longer meet the ever-changing needs of healthcare, especially in managing chronic illness in an ageing society. This paper will first re-visit the primary healthcare system in Hong Kong. Figures covering three decades will be used for discussion and comparison. A social perspective will be extensively adopted in the discussion, especially in the following aspects of the Primary Healthcare Blueprint, namely developing a community-based system, consolidation of resources, manpower reinforcement and improvement of connectivity. It is believed that all these areas can be strengthened with the input of community resources and personnel from non-medical and health backgrounds.
