In the context of global climate change, international linkage of carbon markets is considered an important means of achieving the dual carbon goals. As an important national strategy of China, the concept of a “Community of Shared Future for Mankind” plays a key leading role in promoting the international linkage of carbon markets. Given the global nature of climate governance, countries within a region need to consider the policies and actions of neighboring countries to ensure that their own carbon market policies do not have adverse effects while obtaining more opportunities for cooperation. Therefore, China needs to analyze the current situation and development trends of neighboring countries’ carbon markets, such as Vietnam, Japan, and South Korea in East Asia, and propose an international linkage path of carbon markets based on the concept of a “Community of Shared Future for Mankind” combined with the principle of neighboring rights. Through the analysis of the layout, development dynamics, and supporting policies of this path, different levels of linkage can be formed based on neighboring rights, and the circulation of carbon allowance and carbon assets can be achieved.

摘要
