Sub-regional networks provide alternative mechanism for conflict management and grievances redressal when bilateral or regional ones fail. Since regional organization like SAARC has not been able to made any phenomenal progress in last couple of years due to politico-historical differences among the member nations, India being the regional heavyweight is trying to maintain its foothold in the region and beyond by participating in the sub-regional networks so that impediments at regional level or bilateral ones could be minimised diplomatically at sub regional level. As the Indo-Pacific has increasingly become a geopolitical flashpoint, external powers like the United States and China have increased their engagement within the region. China through its policies like String of Pearls, OBOR, CPEC wants to increase its presence in the region. And to minimise its effect and maintain balance of power in the region USA is also making inroads through active engagement in various grouping networks like QUAD and AUKUS. India on the other hand to neutralise this effect is engaging with sub regional groups and using that platform to raise issues and common concerns. This rivalry of extra regional powers is hampering the development processes of this region as major chunk of resources are being utilised in securing and maintaining their national interest and integrity while compromising their developmental aspects. This has been a concern for major developing countries and an impediment in peace and prosperity. The paper will try to analyse how India is trying to overcome impediments at regional or bilateral ones by participation in sub regional networks. It will also analyse and evaluate the evolving geopolitics and influence of extra regional powers in South Asia region. The paper will mainly focus on common developmental concerns like health, poverty, human rights etc. and concerns raised by non-state actors. It has directly or indirectly halted the development process in the region. The paper will highlight the role of India in maintaining peace and stability in the region through cooperation and participation in sub regional networks.
