In India, there is a huge variation between demand and supply. The stability of the Indian grid is ensured at the frequency of 50 Hz. But there is low frequency like 49.85–49.95 Hz during peak-load hours and high frequency like 50.1–50.5 Hz during off-peak hours. The previous tariff mechanisms did not offer any incentive for reducing consumer load or increasing generation during peak-load hours or for reducing generation during off-peak hours. In fact, even when consumer demand was down, it was profitable to continue producing at a high level. Then, to tackle the situation, ABT is proposed and a tariff structure is fixed and has a control on the grid’s demand and supply to maintain the frequency. ABT mechanism not only controls the generation scheduling and drawing of electricity but also maintaining the economic benefits for both the power plant and consumers. The Deviation Settlement Mechanism in availability-based tariff is the latest regulation given by CERC. This paper aims to develop DSM-based ABT smart meter by which the important parameters such as voltage, current, frequency, actual power, scheduled power, deviation in power, penalty/incentive, and total cost are calculated, and they can be monitored remotely using a cloud platform and are also displayed in the mobile application.
