The United States leverages the platform economy to establish global data barriers, the European Union emphasizes regulatory governance and privacy protection, and China has achieved rapid advancement through a large user base and diverse application scenarios. Existing studies, however, largely focus on the direct benefits of data and remain insufficient to capture its systemic role in R&D output, knowledge accumulation, and innovation processes within an endogenous growth framework.
