Based on the research background, this chapter defines the research theme. After reviewing the academic frontiers and key points of research on People’s Congress deputies’ participation in grassroots governance, it critiques existing literature and outlines the core issues this study aims to address. It then introduces the framework of the study and provides an overview of the representative LQ Deputy Group.
