In July 2025, U.S. President Trump signed into law the “One Big Beautiful Bill Act” (hereinafter referred to as the “Big and Beautiful Act”), significantly adjusting the direction of U.S. support policies for the development of new energy vehicles (NEVs). This study systematically reviews the historical trajectory of U.S. NEV support policies and the reforms to NEV-related policies under the Big and Beautiful Act, analyzes the impacts of these policies, and proposes policy recommendations for the next stage of NEV development in China. Recommendations include strengthening preferential support for intelligent and green transportation infrastructure, gradually phasing out the exemption of vehicle purchase tax for NEVs, expanding the scope of energy-related consumption taxes, and supporting and guiding relevant enterprises to enhance international competitiveness.

摘要

In July 2025, U.S. President Trump signed into law the “One Big Beautiful Bill Act” (hereinafter referred to as the “Big and Beautiful Act”), significantly adjusting the direction of U.S. support policies for the development of new energy vehicles (NEVs).
