Maternal and child health measures, including health guidance for pregnant women and infants, were traditionally regarded as part of child welfare administration. However, in 1965, Japan’s maternal mortality rate was higher than that of other advanced countries. Despite significant improvements in infant mortality rates, maternal mortality rates, physical condition, and nutritional status following World War II, regional disparities in these areas persisted. Considering this situation, the Maternal and Child Health Act was enacted in 1965.
